The National frequency agency prepares, coordinates and defends French positions in international bodies. The national management of the radio spectrum must contend with highly developed international regulations and the growing influence of the European Community domain on European policy and harmonisation. This international and European frequency management context makes it necessary to manage frequencies globally to prevent interference and make sure access to the resource is in the public interest.
Technical contributions and positions are drafted in close cooperation with all assigning authorities and representatives of French industry. The ANFR relies on a commission and consultation committees and their mailing lists. It thus conducts a permanent consultation process for the purpose of adapting positions and negotiating strategies as the process moves forward.
The ANFR defends these positions in consultation bodies in Europe and at the ITU.
The commission and the consultation committees are organised by theme:
The conference preparation commission (CPC)
The conference preparation commission issues the board of directors an opinion for the ITU world and regional radiocommunications conferences covering;
- the signature of common European proposals;
- the negotiating mandate;
- the composition of the French delegation,

Consultation committee for the preparation of meetings and conferences (CPAC)
The CPAC is in charge of preparing the French position and drawing up its contributions in the following organisations:
- the ITU global and regional radiocommunications conferences;
- the conference preparation group for the European post and telecommunications conference and its related groups;
- the ITU radiocommunications assemblies;
- the ITU-R study commissions;
- the ITU radiocommunications advisory group.
