The Agency manages frequency assignment applications relating to satellite systems sent to the International Telecommunications Union (ITU) Radiocommunications office and the processing of coordination requests recorded by the Radiocommunications Office (BR) and between these systems and other radiocommunications services. On behalf of the ministry in charge of electronic communications, the Agency also examines the frequency operation authorisation applications for these systems. It checks their implementation. This activity is based on the advisory instruction commission’s operating authorisation applications for a frequency assignment for a satellite system declared by France to the International Telecommunications Union (CSAT).
The Agency draws up and updates all documents relating to frequency use, in particular the French national frequency file (FNFF) which sums up the frequency assignments. The assignees or authorised operators supply it with the required data in compliance with Defence Secret protection provisions. After verification of its completeness and coherency, this data allows the Agency to:
- coordinate assignments between shared bands ;
- when applicable, carry out coordination at frontiers.
The Agency is also informed of projects to assign new frequencies in exclusive bands with waiver, on which it can give an opinion. The ANFR notifies the ITU of the assignments so that they are internationally recognised by being recorded in the international frequency reference file (IFRF). These activities are carried out in collaboration with the assignees in the framework of the frequency assignment discussion committee (CAF). They are based on the NFF remote procedure.
The Agency draws up and updates all documents relating to frequency use, in particular the radio station file. In collaboration with the competent services and organisations, it draws up and publishes documents, directories and files relating to radio stations. This activity is based on the site and easement advisory committee (COMSIS). Radio station installation or modification applications are received from the assignees or directly from authorised operators. These applications are the subject of checks, then consultation using the STATIONS remote procedure, on completion of which the Agency communicates its agreement when applicable and, for radio broadcast services, its opinion.
The Agency draws up, updates and publishes the documentation relating to radio easements created for the different assignee ministries and authorities. Using the needs expressed by the assignees, the Agency prepares and facilitates the distribution of the different texts leading up to the signature of a decree implementing the radio easement or easements. This work is carried out in collaboration with the assignees within the framework of the COMSIS.
