The ECC has three objectives:
- To harmonise spectrum use in Europe. The ECC indicates the frequency bands and defines their condition for use in Europe based on the Radiocommunications Regulation assignments. These frequency bands and the conditions for their use are indicated in decisions made by consensus between member countries of which the application is voluntary.
- To coordinate the European positions for the Global or Regional Radiocommunications Conferences. The CEPT conducts the technical and regulatory studies required to draw up European common proposals (ECP) for each item on the WRC or RRC agendas. The ECPs are defended and negotiated by European negotiators as well as by the national spokespersons appointed for each item.
- To use electromagnetic compatibility studies to contribute to defining the sharing rules for the different radio services. These rules are then carried over into the ECC texts (decisions or recommendations) that harmonise the frequency use technical conditions or sometimes the harmonised standards applicable to equipment under the R&TTE Directive.
There is an increasing interaction between the CEPT and the European Commission (mandates, CEPT reports), the CEPT and the ETSI (ETSI requests for new frequencies and compatibility studies for the development of new harmonised standards) and the European Commission and the ETSI (standardisation mandate and list of harmonised standards published in the European Union Official Journal).
