ANFR is dependent of the Minister for Electronic Communications. Its daily working partners at national level are the frequency assignment authorities, network operators and industrials.
A frequency band assignment authority is a ministerial department /an organisation representing it, or an independent administrative authority with access to one or more frequency bands:
- for its own use in the case of a ministerial department;
- or with the purpose of assigning frequencies to third parties in the case of an independent administrative authority (for example ARCEP deals with telecommunication operators and CSA with audiovisual operators).
This definition may be broadened to include other bodies to take account the specific situation overseas (diagram representing assigning authorities).
Representatives of the assigning authorities are members of the Agency’s Executive Board and the consultative commissions which it has created.
